On registration showing a 2# allowance for 14U but no other youth divisions. Is this correct? If so why?!?

I think I found out that there usually is not an allowance at state anyway, and the only reason 14U gets the allowance is b/c they are considered middle school - which middle school gets the 2#.........so that explains my confusion (lol I think)
