Being he hasn't stepped on the mat; maybe he should be removed from the rankings until he start wrestling again :?
If you have a serious injury and can't wrestle and as you said Dragon Master; there is a chance he should be removed until he is officially back.
Not that he is not a good wrestlers; but, it makes no sense to rank him number one given the circumstances.
That's rangers choice he creates the ranking.

Whatever Rangers ranking say, whether he is ranked or not, what happens at state is all that matters.
He can be ranked 1st or 51st either way whenever Coty comes to wrestle he will have to put up of fall from the top spot.
