What is the rule?

At state I see takedowns called when a wrestler has control and his toes drag the mat and they stay in bounds. in Western Kentucky it really seems like you must keep nearly all of the two bodies in bounds to get the takedown call. How is that looking this year in Eastern Kentucky?

If you go in on a shot and your opponent bails out of bounds but either your knees are in bounds or your knees are out of bounds, but off the matt and your toes are touching the matt in bounds, it is a takedown according to the rulebook.

Somebody needs to talk to alot of refs in Kentucky so kids can know what the state tournament is going to be like.
